Clear skies. Temperature 40 degrees. Wind blowing variably from the south. Launched 3:57pm following one launch attempt failure due to crossed wires on igniter. Fixed and had good flight. Rocket flew towards south and parachute deployed, but did not open. Rocket drifted back down and landed on pavement about 3 yards southwest of launch site (missed me by about 3 feet). No damage to the rocket.
